The District of Lakeland offers a Pre-Authorized Debit (PAD) Plan, also known as TIPPS (Tax Installment Payment Plan Service), to help residents manage their annual property taxes through affordable equalized monthly payments.


What is PAD?

PAD allows property owners to split their annual property tax bill into 12 monthly payments, withdrawn automatically on the 15th of each month. This replaces the need to make a single lump sum payment in June. There are:

  • No additional charges or interest

  • No need to reapply each year — your participation renews automatically


Before You Apply

Ensure the following:

  • You have a Canadian bank account with chequing privileges

  • Your tax account is not in arrears

  • You have a VOID cheque or direct deposit form from your bank

How Your Monthly Payment is Calculated

Payments are estimated based on your prior year’s levy and adjusted mid-year once the current year’s tax rate is known.

Note: Prepayment discounts and surcharges do not apply if you're enrolled in PAD.

When Can I Apply?

  • To begin in January, apply by December 10th

  • Applications are accepted until April 10th of the current tax year

  • If applying mid-year, missed payments must be paid up front at time of application


Common Questions

What if My Payment is Rejected?

  • A returned item charge will apply for NSF, closed account, or frozen funds.

  • For multiple properties, additional lesser charges apply.

  • Payments must be repaid within two weeks or you may be removed from the program, and full outstanding taxes may become due.

How Do I Withdraw?

  • Submit a withdrawal/cancellation request at least 2 weeks prior to the next scheduled withdrawal.

  • A cancellation form is required and can be downloaded from the website.

What If I Change Bank Accounts?

  • Notify the office 2 weeks before the next withdrawal.

  • Submit a change form and provide a new VOID cheque or direct deposit form.

What If My Mortgage Holder Pays My Taxes?

To transition from mortgage-managed taxes to PAD:

  1. Notify your mortgage company and ask them to stop collecting taxes.

  2. Contact the District's Taxation Department to enroll in PAD.

Note: Some mortgage companies prepay taxes — please confirm with your lender first.
